The Digital Excellence Forum in ICT Proposers Day 2019 was held in Helsinki on 19 and 20 September. The event provided an opportunity to discuss the main digital transformation drivers of the European Community and how the EU research and innovation agenda can strengthen this innovation path. During the second day of the Forum dedicated to data security and trust in the digital market, Francesco Paolo Schiavo - Director of the Information Systems and Innovation Directorate of the MEF - was invited to illustrate SUNFISH results. This project, funded by the EU through Horizon 2020, is in fact one of the best European practices on the topic of data exchange via public clouds based on blockchain solutions, as stressed by Roberto Viola, Director General of the Directorate for Communication Networks, Content and Technologies of the European Commission.

SUNFISH results, which found immediate application in the development of the Italian platform NoiPA, open up scenarios of absolute interest on how to combine the interoperability of public sector systems together with the highest level of security of processed data, constituting a model for all those European PA engaged in updating their technological and operational paradigms.

In fact - continued Schiavo in his speech - there are many member countries facing extensive programs of digital transformation characterized by the same problems. In this scenario, the role of European institutions become fundamental, evolving from a "supporter" of the individual national programmes to an "orchestra conductor" with the aim of harmonising and leading the digital transformation of the member countries along a common path.

The EU, in this new role, could lead the development of "cross-border" solutions that, starting from the of SUNFISH example, can build a single public cloud system at European level by sharing solutions, experiences and data. A great technological challenge and vision able to put the EU and its PA at the forefront on strategic issues such as Data Management and Data Security Management of the public sector.
