ANPR, the National Registry Office of the Resident Population, is the national database in which the municipal registry offices will gradually converge. This integrated system, allowing Municipalities to carry out registry services and consult or extract data, becomes a one-stop shop for the entire Public Administration, in particular for those managing public services.

To date, over 20 million and 55 thousand citizens have already been registered on ANPR and almost 15 million are in the pre-takeover stage. According to forecasts, by the end of 2019, the registered population will be over 45 million.

The exponential growth registered by the ANPR started since the Digital Team took on the role of project manager, thanks to the signing of the first agreement with the Minister of the Interior in 2017. And, just in recent days, a new agreement binds the Digital Team to the Ministry of the Interior for the second consecutive year, consolidating the collaboration.

These results are the result of a work carried out over the last year leading to the creation of direct channels of contact with the Municipalities, a newsletter telling the advantages and opportunities linked to entry into the ANPR and the publication of a dashboard showing the progress of the project in real time.

Citizens of Municipalities who have taken over the ANPR already enjoy several benfits, such as the possibility to request registry certificates from any Municipality in ANPR, obtain an immediate change of residence and enjoy an easy procedure for the Electronic Identity Card.

But the real benfits linked to ANPR will come with its final diffusion, allowing the integration of Administrations and avoiding the continuous sending of certificates, forms and paperwork by the citizen. For example, after a change of residence, the Motorization can automatically send the sticker with the new address to be applied on the vehicle registration document, or allow the Revenue Agency to manage the sending of the tax code to newborns independently.

Entry into the ANPR is a legally required change (art. 62 of the Digital Administration Code) and the takeover is one of the Municipalities activities that from next year will be monitored by the Court of Auditors, as a result of the Protocol of understanding for the promotion and verification of the digital transformation of the PA.
