The new international project Poseidon begins

Greater protection of personal data thanks to Smart contracts and Blockchain: the Ministry of Economy and Finance (MEF) launches the "PoSeID-on" project

PoSeID-on (which stands for Protection and control of Secured Information by means of a privacy enhanced Dashboard) is the new project dedicated to the creation of an innovative platform for the management and protection of personal data which was selected from over 80 proposals received by the European Commission in the thematic area "privacy, data protection and digital identities" of the Horizon 2020 Digital security program.

The Ministry of Economy and Finance gains hence the European funding to scientific research and technological innovation for the second time,  thanks to the experience gained with the previous international project SUNFISH - "Safe sharing of data between federated private clouds" - dedicated to "Advanced Cloud Services and Infrastructures".

The new platform will be implemented by ten European partners from seven different countries (Austria, Spain, France, Belgium, Portugal, Holland and Italy) who will act in a consortium under the direction of the Ministry.

The proposed solution will support: users, facilitating the monitoring and traceability of all the aspects related to personal data and privacy management; public and private administrations, ensuring full implementation of the principles included in the new General Data Protection Regulation, of the European Union, so as to guarantee all those fundamental rights such as the right of access, data transportability, the right to be forgotten and the right to restriction of data processing.

The use of Smart Contracts and Blockchain technologies will offer users the opportunity to become aware decision-makers, establishing who can process their data, enabling or revoking their use or determining their final removal, on the basis of the reliability of the data controller. Each of these provisions will be done in the highest level of security possible.

The project, which will start in the first half of June, is based on the creation of a platform able to integrate multiple elements: from the compliance with the eIDAS regulation (electronic identification authentication and signature) to the ability to encrypt sensitive information of individual users, to much more, all constructed in a way to safeguard the data.

Artificial Intelligence systems and Machine Learning algorithms will enrich the Poseidon solution, allowing automated and autonomous monitoring of potential privacy risks and notifying possible threats to users in every data exchange occasion.

The new platform will be evaluated through four different pilot studies in four different countries (Italy, France, Spain and Austria) that will test its functionalities in public, private and mixed contexts.

In particular, in the Italian context this tool will be integrated and tested within the NoiPA system, which, managing a very high quantity of personal data, will provide an even more concrete example of its possible benefits.

Here again, the MEF demonstrates how the Public Administration has the right credentials to be an engine of innovation and a protagonist in the process of improving its institutional capacity.
