The Department of Public Administration meets the DSII to discuss about the new performance evaluation system

On April the 20th 2018, MEF’s Information Systems and Innovation Directorate (DSII) met with the Department of Public Administration (DFP) of the Prime Minister's Office at its headquarters in Piazza Dalmazia. The goal of the meeting was to share the approach adopted in the design of the new area of ​​the NoiPA system dedicated to the evaluation of staff performance.

The dialogue with the Department, undertaken since the first months of the program, continues involving the DFP in one of the foreseen innovations of the new NoiPA system: the implementation of a uniform performance evaluation system throughout the whole public administration, having wide areas of configurability to face the public sector peculiarities in terms of evaluation criteria and existing processes.

During the meeting, the Directorate, continuing the collaboration started in 2017 with the participation of MEF in the definition of the Measurement and Performance Evaluation Systems guidelines prepared by the Public Function, presented the evolution path envisaged for the system, showing how NoiPA aims to become the place where information related to each public employee (career, skills, training, and evaluation.) will reside. A source of knowledge that will allow, thanks to its focus on the individual, to further enhance the skills of each one of the 3 million Italian public employees, improving the resources and staff allocation processes and thus contributing to the improvement of the organizational performance of the whole public administration.

Particular interest was then dedicated to the link between the ​​performance evaluation area and the functions related to training, empowerment and rewarding of employees and to the wide range of customization provided by the product.

The Department of Public Administration has shown complete agreement with the solutions developed for the future system and, with the aim of making the collaboration even more profitable, proposed to analyse in detail the process of implementation of the new functionality in further meetings.
