The Three-year plan AgID: the national platform NoiPA for the management of the public workforce

The process of interaction between the Mef and all the public administrations is under preparation.
The Three-year plan of AgID is intended to rationalise the administrations’ expenditures, to enhance the quality of services offered to citizens and enterprises, and to improve the tools made available to PA operators.
The NoiPA service is identified as one of those enabling platforms, which, thanks to the development of the current system, will cover all the administrative processes involved in the management of the public workforce and the database of PA workforce.
According to AgID guidelines “the administrations can not incur expenditures for the acquisition of autonomous solutions, or of applications’ evolutionary adjustments, which provide functionalities similar to those ones offered by the enabling platforms”. The only exception is made for those expenditures that are necessary for the integration of administrations’ own information systems with the platforms themselves.
It is expected for the administrations that have not joined the system NoiPA yet, and the ones which joined one part of the services only, to join the system by 2018, designing the migration plan with the MEF.
The process of interaction between the MEF and all the other public administrations, central and local, is under preparation. The aim of the process is to obtain a common definition of the most appropriate services’ delivery tools and models with the related activation plan.
