On September 25th 2017 the “Information systems and Innovation Office” (DSII) of the Ministry of Economy and Finance (MEF)” has met the Autonomous Province of Trentoto explore and identify possible cooperation areas to design the new system.

During the meeting, the parties shared the most recent progresses in the evolution activities of the new system NoiPA and discussed about the program’s technological vision which is based on principles like micro services, flexibility,data governance and cloud only.

The strong intentionof the Office andof the Province of Trento to adopt a new indirect services delivery model has led to the identification of a possible form of collaboration. This collaboration will follow an“Intermediated Model”giving the chance to participateto the delivery of NoiPA servicesto some entities like Regions, in house companies and other aggregate subjects.

It will be possible to implement different types of intermediation, characterised by different levels of participation of the intermediary to the activities that fall within the competence of the Administration.

During the meeting it was presented the catalogue of the main services that the administrations will benefit from:

  • Planning of needs and organigramme
  • Management of selection procedures (for ex. Contests/Competition)
  • Registration and placementprocess
  • Staff training and evaluation
  • Management of daily events (for ex. Attendees recording, assignments)
  • Remuneration and salarieselaboration
  • Termination, mobility and relocations

The partnerships with CloudifyNoiPA have the benefit of creating a system shaped on the effective needs of the users involving them from the first phases of the evolution path.

During the meeting,the Management of the Program has pointed out the 3 drivers for innovation on which the program is based: organisation, technology and people. The innovative “User Centric”approach was also mentioned. According to this approach, the final user is involved throughout all the stages of the program, from its conception to its development.

At the end of the meeting the next steps were defined, i.e. the identification of the areas of interest needed to implement the collaboration, the formalization of an agreement,the definitionof thecollaboration types, and the definition ofa combined working plan.
